To leverage applicants' money and resources by cost sharing with the Bureau of Reclamation on projects that will either promote the preparation of written water management and conservation plans that will lead to subsequent implementation of conveyance, measurement or operational improvements that will conserve water, increase water use efficiency, or enhance operational efficiency; or implement activities identified in approved and written water management and conservation plans
