Nonprofit organizations that have an ongoing relationship with the refugees that have been established as a result of providing reception and placement services under the terms of a cooperative agreement with the Department of State or the Department of Homeland Security; and are national voluntary resettlement agencies able to coordinate comprehensive multilingual, multicultural services for refugees, Amerasians, Cuban and Haitian entrants, certified victims of trafficking and asylees at local sites
