To support projects with a high likelihood of substantial impact in addressing housing needs and community poverty through two categories of funding: (1) single purpose grants or comprehensive grants that address concentrated rural housing distress and community poverty in rural areas and (2) economic development and entrepreneurship for federally recognized Indian tribes
