Regulation on the Organizational Integrity of Entities that are Implementing Programs and Activities Under the Leadership Act

The Department of Health and Human Services issued this final rule to clarify that recipients of HHS funds to implement HIV/AIDS programs and activities under the United States Leadership Against HIV/AIDS, Tuberculosis and Malaria Act of 2003 are required to have a policy opposing prostitution and sex trafficking, and must submit certification of this policy with the grant or contract application but may maintain an affiliation with organizations that do not have such a policy, provided such affiliations do not threaten the integrity of the government's programs and its message opposing prostitution and sex trafficking
