The general news media is abuzz about the first funding rescission request that the Trump administration just sent Congress. Recission is cancellation of federal appropriations that Congress previously approved. It’s an actual budget cut. Federal law says that it can only be done after timely congressional approval.
The guy behind the administration’s request is Russell Vought, the director of the Office of Management and Budget. Vought says he is teeing up a collection of additional rescission requests while observing how this first one fairs. Mincing no words, Vought says he wants to put federal agency officials “in trauma” with recissions and other steps. The collateral damage these actions will have on grant recipients and subrecipients and the beneficiaries they serve is given little consideration.

BOB LLOYD is a respected authority on policies and practices affecting the award, administration and oversight of federal grants, contracts and subawards. Mr. Lloyd has nearly 40 years of experience in federal award implementation.
