Navigating the Storm: Handling Grant Terminations and Closeouts in Turbulent Times

The White House Office of Management and Budget in January issued a memorandum — M-25-14 — that rescinded the pause to federal funding contemplated in a previous memorandum. Over the last few months, there has been tremendous uncertainty in the grants community. What will happen to your grant portfolio? Can awarded grants legally be terminated? Does the president have authority to remove funding that has already been obligated by Congress? What actions should you be taking to evaluate and mitigate risk? Attendees will 1) explore the current federal grant landscape with a focus on the impact on current grant portfolio, 2) learn about the actions that grant managers and leadership should engage in when an award is suspended or terminated, and 3) review the critical steps in the closeout process with a particular focus on timing and on-going responsibilities.

Attendees will receive updates of activities in the federal grant space that may impact them, guidance on how to mitigate risk, instructions on how to approach treatment of costs during suspensions and terminations, and training on closeout activities.

Her career in accounting and grants management spans over 25 years in the not-for-profit, public, and private sectors. She is a Certified Grants Management Specialist. Her specialties include full cycle grant management and accounting, risk assessment, subrecipient monitoring, 2 CFR 200 Uniform Guidance compliance, internal controls, grant reconciliations, workflow analysis, and policy and procedure development.

Paula has worked in various capacities in the grant sector. Her work includes executing NIH research grants; founding a not-for-profit private school, where she wrote proposals and managed a robust grant portfolio; and, serving as the manager of an institution of higher education’s post-award grant program in the Department of Financial Services. Her broad experience has provided her with a versatile skill set that readily adapts to meet the needs of the clients she now serves.
