To evaluate the utility of the Economic Development Administration's economic development programs in encouraging regional economic development, assess the effects of EDA investment assistance and identify measures to help EDA assess how effective its investments are in fulfilling program priorities to increase productivity, stimulate innovation and spur new business formation
