Colleges and universities must exercise appropriate stewardship over funds awarded by the federal government. This means that when colleges and universities accept federal funds for research and other sponsored activities, the sponsoring agency expects that those funds will be used according to the award instrument and the institution will adhere to the mandated administrative requirements of the agency in using those funds.
