The Department of Housing and Urban Development (HUD) groups its hearings and appeals regulations into two parts according to the nature of the dispute: civil rights disputes (24 C.F.R. Part 180) and noncivil rights disputes (24 C.F.R. Part 26). Administrative procedures for disputes involving Community Development Block Grant (CDBG) funds are delineated separately (24 C.F.R.
