521 - State Single Point of Contact

In accordance with Presidential Executive Order 12372, states may design their own processes for review and comment on proposed federal financial assistance. The order also requires federal agencies to accommodate state and local views or explain why there will not be an accommodation. There are three major elements of the order: the state process, the single point of contact (SPOC), and the federal agency’s “accommodate or explain” response to state and local comments.
