511 - Title VI of the Civil Rights Act of 1964

Recipients of federal financial assistance are prohibited by Title VI of the Civil Rights Act of 1964 (42 U.S.C. §2000(d)) from discriminating on the basis of race, color or national origin in any “program or activity receiving federal financial assistance.” Title VI does not extend to a grantee’s employment practices unless providing employment is the primary purpose of the grant. Any program or activity that provides services, financial aid or other benefits to individuals is covered by Title VI.
