640 - When a Proposal Is Not Awarded Based on Risk and Integrity

Under the uniform guidance, all proposals approved for an award under the merit review process (§200.205) are next reviewed by the federal agency for applicant risk (§200.206). If an applicant has elevated risk due to poor performance on a prior award or other integrity issues such as criminal, civil or administrative proceedings, it is possible the federal agency will deny an award based on risk or integrity concerns even if the merit review was good.
