The two overriding priorities of the Office of Management and Budget’s (OMB) uniform guidance are: (1) to reduce administrative burden, and (2) to prevent waste, fraud and abuse. The uniform guidance, therefore, is written to provide the necessary authority to federal agencies and pass-through entities so they can take steps to reduce waste, fraud and abuse.
