Overview Federal application packages have several components that may vary from solicitation to solicitation; however, a few core components are fairly standard: a series of standard federal forms; abstract; budget request (usually a form) with a budget narrative (see ¶340); the main proposal narrative (see ¶340); and addenda, sometimes required and sometimes optional.
