Subpart C of the Office of Management and Budget’s (OMB) uniform guidance provides requirements from pre-award through preparing the award agreement; however, unlike the prior OMB circulars, pre-award under the uniform guidance is more closely linked to what has been traditionally viewed as post-award and even audit requirements.
