Individuals who will be entering or have not yet completed their first full year of study for a doctoral degree or a master's degree in those fields in which the master's degree is the terminal highest degree awarded in the academic year 2007-2008; individuals who are eligible to receive grants, loans or work assistance; and individuals who intend to pursue a doctoral degree or master's degree in fields selected by the Jacob K. Javits Fellowship Board at accredited institutions of higher education
