Programe Purpose
To defray expenses incurred by institutions of higher education forced to close, relocate or significantly curtail their activities as a result of damage directly caused by the hurricanes in 2005, including expenses that would have been covered by revenue lost as a direct result of a hurricane, reimbursement for expenses already incurred and construction expenses directly related to damage resulting from the hurricanes
