Head Start Program

The Administration for Children and Families proposed allowing waivers to be granted to Head Start and Early Head Start programs, regarding two provisions in the current Head Start transportation regulation that require each child to be seated in a child restraint system and each bus to have at least one bus monitor on board at all times (45 CFR Part 1310).
