2023 Grants: A Year in Review

Similar to a space crew making its last remaining procedural checks prior to suiting up for lift-off, nonfederal entities applying for and managing federal grants spent much of 2023 preparing for a huge transition that is coming their way next year that bodes well for changes to their traditional daily processes. 

By issuing a request for information (RFI) in February 2023 explaining that it was planning to make revisions to Title 2 of the Code of Federal Regulations, including the uniform guidance (2 C.F.R. Part 200), the Office of Management and Budget (OMB) brought forth the realization among the grants community that changes would eventually be coming that could impact almost every aspect of their federal awards. Stakeholder responses received via the RFI led to OMB’s October issuance of proposed revisions to Title 2. As of the Dec. 4 deadline, OMB had received more than 1,000 comments from stakeholders expressing both concerns and support for the proposed revisions. OMB now anticipates finalizing the revisions in the first quarter of 2024.
