The Wait for the 2025 Compliance Supplement Continues
The Office of Management and Budget (OMB) had been doing so well the last couple of years that we thought we could retire our trusty friend, the snail. However, since the 2025 Compliance Supplement was not released in May as many auditors and the grants community had hoped, and we still don’t have an official word as to when it will be released yet, the snail is making another appearance.
Readers familiar with our Thompson Grants blog posts over the years may have followed our tradition of posting a picture of snail to represent OMB’s delays in releasing the annual Compliance Supplement. We’ve had heard reports from many in the audit community that are following the progress of the supplement that it would be released “at the end of May or the first week in June.” Now, we’re hearing that it may be issued “in June.” That doesn’t give us much to go on.
We do know that due to the issuance of the 2024 Titile 2 revisions, OMB is expected, in Part 3 of the 2025 Compliance Supplement, to include two sections on suggested audit procedures for the compliance requirements — one for awards following the prior version of the uniform guidance and one for awards that follow the 2024 revisions. The 2025 Compliance Supplement will be effective for audits of fiscal years beginning after June 30, 2024.
Although the Compliance Supplement is written for auditors to test compliance, we recommend grant recipients read the document once it is released so that they will be aware of what their auditors will be testing, which can result in a smoother audit all around. We also plan to release a free whitepaper on the key points of interest in the supplement, as well as host a webinar to better inform the grant and audit community of the details of the supplement.
