At pre-award, if pass-through entities choose to assess the level of risk for all applicants before making subawards (§200.206), then they must communicate how the risk level was rated and further communicate how it will subsequently impact the subrecipient monitoring plan, such as more site visits, more frequent reporting or other specific conditions (§200.208) due to elevated risk.
