Effective communication between pass-through entities and subrecipients has always been important from pre-award through award, to post-award and close-out. Under the uniform guidance, effective communication is critical. The uniform guidance places an emphasis on internal controls (§200.303). A major component in a system of internal control is communication, both external and internal.
