711 - The Foreign Subrecipient Proposal
The sponsoring agency counts on the prime recipient of the federal award to ensure that any subrecipient (domestic or foreign) is in compliance with all applicable federal regulations. Therefore, it is the prime recipient’s responsibility to craft and review the subrecipient proposal to ensure compliance.
