Federal agencies will allow paper submissions if an applicant does not have Internet access and has received approval to mail a paper submission rather than to submit online. Applicants who have received approval for a paper submission would want to check the address. Often, paper submissions are directed to a special address with a mail stop code or room number, not the general address of the federal agency.
